Ings is expected to join the Liverpool squad on July 1st.
The 22-year-old English striker will move to Liverpool when his current contract at Burnley expires. Liverpool will have to pay some compensation for the forward, and that fee will be set by a tribunal.
Ings becomes Liverpool’s second singing of the summer after the Reds landed James Milner on a free transfer last week.
Liverpool will hope that Ings helps bolster their strike-force in 2015-16, after the forward scored 11 goals for Burnley in his maiden Premier League campaign.
Overall, Ings scored 43 goals in 130 appearances for the Clarets.
With Daniel Sturridge set to miss the start of the Premier League season as he recovers from a hip injury, Ings could well be a starter for the Reds in the 2014-15 season.
Liverpool’s recent record in bringing strikers to Anfield hasn’t been all that successful, with the likes of Mario Balotelli and Rickie Lambert having failed to set the world alight since they moved to Merseyside last summer.
