Dimitri Seluk, who had said that the midfielder was "90 percent certain to leave" the Etihad Stadium, now says the 32-year-old will remain at the club until 2017.
Seluk told Sky Sports News that City told him Toure was "too important to let go."
Inter Milan manager Roberto Mancini has made no secret of his wish to sign Toure with vice president Javier Zanetti saying last week that they were closing in on a deal for the Ivorian.
Paris Saint-Germain had also been mooted as a possible destination for Toure, who had praised the French champions in an interview.
